The full-scale military invasion and regular massive shelling of the civilian infrastructure of Ukraine by the Russian Federation have become a serious challenge for the entire medical system. Every day, the number of people who need rehabilitation after stabilization and treatment is increasing, so the return of victims to a full active life is one of the priorities of the Ministry of Health.<\/p>\n\n\n\n<p><strong>Free and affordable services<\/strong><\/p>\n\n\n\n<p>Ukraine&#8217;s healthcare system has undergone a remarkable transformation, shedding the outdated post-Soviet practices and embracing modern, internationally proven approaches. Drawing inspiration from successful models in the United States of America and Israel, the country&#8217;s focus has been on making rehabilitation services widely accessible. Today, free assistance is readily available to all those in need, thanks to the expansion of the Medical Guarantee Program in late 2022. With the introduction of new packages specifically tailored to meet the needs of different patients, such as \u00abRehabilitation care for adults and children in inpatient conditions\u00bb and \u00abRehabilitation care for adults and children in outpatient conditions\u00bb the Ukrainian healthcare system has taken a significant stride forward.<\/p>\n\n\n\n<p>As of 2023, the National Health Service of Ukraine has successfully contracted 397 medical institutions under these comprehensive packages. Within these contracted hospitals, expert multidisciplinary teams have been assembled, comprising physical and rehabilitation medicine doctors, physical therapists, occupational therapists, assistants, psychologists, and speech therapists. This patient-centered approach, encompassing a range of specialized professionals, aims to minimize disability and expedite the return of individuals to an active and fulfilling life. The results of the Ministry of Health&#8217;s flagship project to develop the rehabilitation system are already apparent. Not only has the quality of services improved significantly, but the capacity of contracted hospitals has also been enhanced. This commitment to continuous improvement ensures that more individuals can benefit from the life-changing effects of rehabilitation, ultimately restoring hope and enabling them to lead productive lives once again.<\/p>\n\n\n\n<p>According to the Minister of Health Viktor Liashko, compared to the pre-war period, the number of rehabilitation sessions significantly increased. \u00abWe have already managed to more than double the number of rehabilitation sessions that specialists can provide per day &#8211; to about 8,000. More to come. Let&#8217;s restore a person &#8211; a person will restore everything,\u00bb said Viktor Liashko<\/p>\n\n\n\n<p><strong>Help in stationary conditions<\/strong><\/p>\n\n\n\n<p>Within the framework of the \u00abRehabilitation care for adults and children in hospital conditions\u00bb package, patients can avail themselves of services in 245 medical facilities across Ukraine. Under this arrangement, each contracted hospital receives 33,607 hryvnias for providing a comprehensive cycle of rehabilitation services encompassing two or more directions. Additionally, the tariff for targeted restoration of functioning and workability in a single direction amounts to 19,769 hryvnias.<\/p>\n\n\n\n<p>This package ensures that each patient is entitled to a range of cost-free services, including the preparation of an individualized rehabilitation plan and therapy program, necessary laboratory and instrumental examinations, and simultaneous rehabilitation care in multiple directions such as neurorehabilitation, orthopedic rehabilitation, cardio-respiratory rehabilitation, and more. Psychological support, timely pain relief throughout the rehabilitation process, and access to essential medications listed in the National List of Essential Medicinal Products are also provided.<\/p>\n\n\n\n<p>For services focusing on a single direction, the rehabilitation cycle extends over a minimum of 14 calendar days, while two or more directions require an extended period of more than 21 calendar days. Moreover, each patient can undergo two cycles of rehabilitation free of charge within a year, ensuring sustained support and progress toward recovery.<\/p>\n\n\n\n<p><strong>Assistance in hospital conditions<\/strong><\/p>\n\n\n\n<p>Services under the package \u00abRehabilitation care for adults and children in hospital conditions\u00bb are provided by 387 medical institutions. The tariff for medical services in this direction is 10,820 hryvnias.<\/p>\n\n\n\n<p>This package provides rehabilitation care from one to two hours per day for patients who need neurorehabilitation, orthopedic, psychological, cardiorespiratory or complex rehabilitation. Other directions of rehabilitation during the post-acute and long-term rehabilitation periods are also provided in accordance with the prepared individual rehabilitation plan.
