Rebuilding the Pillars of Healthcare: Ministry of Health Welcomes Proposals for Medical Infrastructure Restoration

Since the commencement of the full-scale invasion, Russian missiles and shells on a near-daily basis have relentlessly targeted our medical facilities. Dispensaries, hospitals, and maternity hospitals have suffered severe losses, affecting both the infrastructure and medical personnel.

As part of the collaborative initiative between the Ministry of Health and the World Bank, known as «Strengthening the Health Care System and Preservation of Life» (HEAL Ukraine), Ukrainian medical institutions now have the opportunity to submit their proposals for infrastructure projects aimed at revitalizing healthcare facilities.

Who is Eligible to Submit Funding Proposals?

Proposals for securing funding can be submitted by the following entities: military administrations, executive bodies of village, settlement, city, and district councils, as well as state and communal medical institutions.

The selection process will focus on two main areas:

  • Restoration and Modernization of State or Communal Medical Facilities Damaged by Hostilities: This includes efforts to improve energy efficiency, as well as providing access to alternative energy sources for the facilities.
  • Renewal and Modernization of State or Communal Medical Facilities: This involves enhancing energy efficiency measures and ensuring access to alternative energy sources.

Potential Needs for Proposal Submissions within the Specified Areas:

Proposals can cover a range of needs related to the designated areas, such as:

  • Conducting research and pre-project work.
  • Gathering essential data for design purposes.
  • Project development, including expert assessments and approvals.
  • Engineering and technical research and surveys.
  • Construction activities, including new construction, reconstruction, restoration, and overhauls.
  • Execution of various tasks related to the installation and commissioning of medical equipment and oxygen supply systems.
  • Provision of services related to infrastructure projects.
  • Procurement of building materials, equipment, furniture, or other necessary goods.

Please note that the projects submitted for consideration must meet the selection criteria, as follows:

  • The medical facility should be located at a distance of 100 km or more from the territories affected by ongoing hostilities, as determined by the Ministry of Reintegration’s Order No. 309 dated 22nd December 2022, titled «Approval of the List of territories where hostilities are (were) being conducted or temporarily occupied by the Russian Federation».
  • The proposed project should focus on improving energy efficiency and ensuring access to alternative energy sources for the medical facility (referred to as «green energy»).
  • The project should take into account the accessibility requirements for individuals with disabilities and other groups with limited mobility, incorporating specific measures outlined in the 2023-2024 Plan for the implementation of the National Strategy for creating a barrier-free environment in Ukraine until 2030.
  • The construction, reconstruction, or repair works for buildings and structures must be completed, and the facility must be operational in accordance with Ukrainian legislation by December 31, 2024. The project should adhere to the principle of «Build back better» aiming to improve upon the previous state of the facility.
  • The medical facility should provide one or more of the following types of medical care:

Treatment for individuals with mental disorders

Rehabilitation assistance

Primary medical care

Specialized medical care (in hospital settings)

Emergency medical care.

If the proposal’s value for selection is less than UAH 80 million and the medical facility provides one of the specified services (treatment of persons with mental disorders, rehabilitation assistance, specialized medical assistance in hospital conditions), the medical facility must have an approved project documentation after February 24, 2022, in accordance with the requirements stated in the Procedure for approving construction projects and conducting their examination, as approved by Resolution No. 560 of the Cabinet of Ministers of Ukraine dated May 11, 2011. Alternatively, a defective act justifying the absence of the need for project documentation must be provided.

To submit your proposals, please follow these guidelines:

  1. Prepare the proposal in electronic format.
  2. Send the proposal to the Ministry of Health via email at the following addresses: moz@moz.gov.ua and heal@moz.gov.ua.
  3. Ensure that the proposal is accompanied by a cover letter signed by the head of the initiating health care institution.
  4. Fill out the appropriate form, which should be included with the submission.

A working group appointed by the Ministry of Health of Ukraine will review the submitted proposals. The composition and provisions of this working group are determined and approved by the Ministry of Health through an official order.
