Transforming Healthcare and Saving Lives: $10 Million Funding for the «Heal Ukraine’ Project»
The Cabinet of Ministers of Ukraine has approved the draft order of the President of Ukraine regarding the signing of a grant agreement worth $10 million. This agreement aims to secure funding for the project «Strengthening the Health Care System and Preservation of Life» (Heal Ukraine).
Out of the total funds, $5 million will be specifically allocated for the improvement of rehabilitation services and mental health support. The remaining $5 million will be utilized to restore medical services in hospitals that were affected by the war. The agreement involves Ukraine, the International Bank for Reconstruction and Development, and the International Development Association. The latter manages the multi-donor Trust Fund responsible for supporting Ukraine’s recovery, reconstruction, and reform efforts.
The ongoing full-scale war waged by Russia against Ukraine has resulted in millions of forced displacements, widespread destruction of Ukrainian infrastructure, including its healthcare system, and significant disruption to medical services for the population. However, the signing of an agreement will now enable the timely provision of financial and technical aid for the restoration and improvement of healthcare services. This will include better access to basic medical services, expanded offerings like psychiatric and rehabilitation services, and an overall improvement in quality. The project «Strengthening the Healthcare System and Saving Lives» (Heal Ukraine) will allocate funds towards achieving these goals.
Our focus is on meeting urgent needs in the fields of mental health and rehabilitation. This includes purchasing medical equipment and vehicles to support rehabilitation services, carrying out rehabilitation works in institutions providing mental health care services, and training medical staff at inpatient and outpatient levels. We also aim to improve and strengthen primary healthcare by restoring damaged buildings and structures, developing a plan to rebuild primary care facilities in Ukraine, and deploying mobile teams to provide basic medical services in war-affected and remote regions. Additionally, we aim to restore and modernize hospital care by reconstructing and repairing hospitals, increasing energy efficiency, and providing access to alternative energy sources. Finally, we aim to support capacity building, digitization, and innovation by developing an electronic healthcare system, utilizing telemedicine, and standardizing the quality of healthcare services to make them more efficient, transparent, and user-friendly.
There is a project called «Heal Ukraine» which aims to strengthen the healthcare system and save lives. It is a framework project with a funding plan of $500 million. In December of last year, Ukraine signed an agreement with the International Bank for Reconstruction and Development for a loan worth EUR 100 million and a grant agreement worth $10 million to support the implementation of this project.
